But has a long string of wishlist bugs against it, leading to pdfTeX,
e-TeX, pdf-e-TeX, Omega and NTS, to name just the current ones in
active development.  (And I may have even forgotten some of them.)
And that's to say nothing of the development of the Kpathsea/Web2C
versions of TeX.
