Sorry, I found a bug report (#45321, #47658) that libc5 version 
of netscape cannot handle Japanese.  The submitter of #45321 
is a maintainer of netscape Japanization packages distributed by
Debian JP Project and he cannot build libc5-based Japanization
packages.
