There's (currently) a draft 3.1.0.0 at
  http://www.debian.org/~jdg/debian-policy_3.1.0pre1.tar.gz
  http://www.debian.org/~jdg/debian-policy_3.1.0pre1_all.deb
  http://www.debian.org/~jdg/packaging-manual_3.1.0pre1_all.deb

I'll release it (and announce it) in the next couple of days as
3.1.0.0 unless I hear any objections to the contrary.
