1) It's too big. YMMVBIDGAF.
2) It's not bundled with upstream libTIFF source - I guess there's a
reason.
3) It has a license that sure doesn't count as a Free Software one.
Maybe it's a Free Documentation one, but I don't know, and I don't care.
The URL where you can find the spec is clearly written in the current
documentation. If you wish it in a .deb package, do it yourself, I'm
not stopping you, not at all.
