The point of the test in /etc/zshenv is to set a sane default if
one hasn't already been set, but to preserve the path if it has
been changed.

I really don't think sshd has any business setting the path for
interactive shells; at least not to something inconsistent.

Perhaps debian-devel can address the issue of path standardization.
