Not necessarily. If the user is on a line that's slower than the proxy's
(e.g., a modem user) this isn't going to make much difference (if any).
And if there are so few users of a mirror that they're often the first
ones to download a file, why should they be using a couple of gigs of
daily bandwidth from a primary site?
