I found this was already filed in BTS. Sorry.

I tried this one (dh_installdocs) and it worked fine.
But I noticed another problem of dhelp.

- dhelp_parse registers index in /usr/share/doc/HTML
- dhelp reads yet /usr/doc/HTML

so newly registered documentation can not be seen
with dhelp ! (This may be already well-known)
