jmmv, this is a question (probably) better suited to the debian-user
mailing list.

Anyway, the 'base system' is mostly just a set of .debs itself; it
gets upgraded when you upgrade the rest of your system.

You should not lose any of your configuration (if you do, it's a bug
and you should report it!) but some packages' config files may have
changed format and will need manual attention.

Also, you want to run 'apt-get dist-upgrade'.
