ITP: tidy



I intend to package "tidy", an HTML quicker fixer-upper written by
Dave Ragget at W3C.  The license (DFSG-free as far as I can tell) is:

I intend to use the name "tidy" for the package, to correspond with
the executable, even though the name "HTML TIDY" is used by the
author.
