Just because some maintainers are slow to answer does *NOT* justify in any
way a package fork. 

The right way to do it is to send a clean patch to the maintainer; then if
no action is taken after a while, offer to do an NMU; if still no action
after a while, either do the NMU yourself or ask the debian-qa team to do
one.

This procedure might take a bit longer than forking new packages, but
that's the RightThingToDo(tm).
