It depends. A GPL'd program that links to other GPL'd or GPL-compatible
libraries, if any, in addition to the Solaris libc, is probably fine.
A program that links to Motif or other not-GPL-compatible, non-system
libraries is probably not OK.
The key that allows one to distribute GPL'd programs linked against
Solaris libc is Section 3, Paragraph 3 (the sentence that starts "However,
as a special exception, ...").
And BTW, please read the list archives. We had a huge Qt/KDE flamewar
here about a year ago. Please read it before starting a new one.
