[BUG] I can reproduce this. Seems to be a small problem in the source.

Upstream decided that /etc/limits shouldn't be world readable as a response to that bug.

I am allegedly working on an NMU of the latest upstream shadow, but have decided not to touch it until this /usr/share/doc crap blows over.
