The "timezone" won't effect the number of seconds counted - only how
those are mapped to reality. *if* you maintain time such that you
keep all of the leap seconds, then you'd want to use the right/*
values. You don't (noone does, under Unix, as far as I've ever
heard.)
GPS time makes this even more complex - with an epoch in, umm, 1980?
they have about 10 fewer leap seconds...

It could certainly be clarified to make explicit that the "number of
seconds" doesn't count any :60 seconds as having happened, yes.
