I think the #! /bin/bash at the top of /etc/init.d/rc stems from
a time when either there was a bashism in that script, or there
was a valid POSIX contruct inthere which ash wouldn't grok

I already fixed it quite some time ago:

sysvinit (2.75-2) frozen unstable; urgency=medium

  * Fixes bugs:
    #22965: rcS is not sh independent
