ITP: Chinese/English dictionary and related tools

I intent to package the following programs and data:

1. CEDict
   This includes the Chinese/English dictionary data made by the
   CEDICT project
   <http://www.mindspring.com/~paul_denisowski/cedict.html>.
   License of CEDICT is the same as edict (the Japanese/English
   dictionary). Because redistribution of modified copies are not
   permitted, it will go into non-free :(

2. CEDict tools
   <http://www.cam.cornell.edu/hiebeler/chinesestuff.html>
   This package includes some tools to use with the CEDict data. The
   most important one is the dictionary look-up Perl script. I'm
   currently discussing its licensing terms with the author.
