The meaning was "three consecutive uploads that fix bug reports whose
fixes are already in the BTS and maintainer did not respond".

Note that "no action from [...] maintainer" doesn't only mean an upload,
just one e-mail of acknowledgement (or even notice on IRC) to the NMUer
or the -qa list is enough.

BTW personally, I think uploading a maintainer release just to
acknowledge a NMU is an utterly stupid waste of bandwidth. Of course,
that's just MHO.
