I don't dislike it, neither do quite a few people I know so your "so does
everybody else" statement is false. Also, the recent "OS sucks/rules" meter
applied to editors places joe squarely in 2nd place behind vi/m. Also, from
Debian's own popularity contest:

emacsen-common 207 30 18 9
nvi 154 53 26 2
xemacs20-support 139 12 11 7
xemacs20-bin 139 12 11 0
ed 126 172 60 0
emacs20 120 9 14 4
vim 103 17 36 1
xemacs20-nomule 102 11 12 0
joe 68 50 30 0
emacs19 48 14 5 0

Joe is in the top 10. In fact, since most of that is emacs' multiple
personalities, joe is pretty much in the top 5 editors.

Of all of those, guess which editor is the 2nd smallest? Joe. ;)
