Intent to package GOBO

GOBO is a set of Eiffel classes.  Some are designed to improve portability
between different Eiffel compilers; there are also programs analagous to
lex and yacc for generating Eiffel classes.  

This package will recommend smalleiffel (which is the only free Eiffel 
compiler).

this is DFSG compliant.
