Well, Caldera now has full-time developers working on COAS
(http://www.coas.org) and it looks like that might solve the problem.
Since they ship Caldera 2.2 with COAS as _the_ admin system it must
be pretty mature right now.
Indifference will certainly be the downfall of mankind, but who cares?
