when will the empty perl package be uploaded?

I would propose that I wait on uploading the empty perl package that
depends on perl5.004 (Thanks Zephaniah!) until after the perl5.004
package gets installed into the archive. This way we won't get broken
updates that happen sometimes when an established package depends on a
new package. This might not be until after April 3rd when Guy gets back
from Bermuda though.
