Actually I have already been confronted to this problem. Which local
facility to use ? That's why I wrote the perl script syslog-facility
for Debian. It does attribute you a local facility that is
not yet used. Take a look a the man page syslog-facility(8). It's
available since release 1.3-27 of syslogd.

It's used by sympa (a non-dfsg listmaster).
