This is what the site says 

"OpenSSL is based on the excellent SSLeay library developed from Eric A. Young
and Tim J. Hudson. The OpenSSL toolkit is licensed under a Apache-style licence
which basically means that you are free to get and use it for commercial and
non-commercial purposes. "


>From what I can tell they are 2 different projects... Openssl started off about
the same place that 0.9.0 of ssleay was. (from what I can tell) and is going
off in it's direction.  The main author of ssleay (Eric Young) went off to work
for RSA and isn't doing anything with it anymore, but it's still out there
and available for people to work with.  

All I know is that there are things we want/need to package that use openssl
over ssleay and no one has said they were going to (or had done so) packaged
it so I'm jumping in.  If the current ssleay maintainer wants to must migrate
over to openssl that's fine. )
