Because debian's contrib is not contrib in the standard sense.

It contains packages which require non-free parts to compile or run,
but are, themselves, free. We don't have anywhere to put contributions
from non-developers (as the name contrib might suggest).

Similarly, contrib is not a dumping ground for orphaned packages,
as has been suggested in the past.
