slink resc1440 disk does not work on 1GB memory machine

Can someone explain why the resc1440 disk in slink is unable to mount the
root ramdisk on a machine with 1GB memory? The kernel boots but when it
comes time to mount the ramdisk, I get

[MS-DOS FS Rel. 12,FAT 16,check=n,conv=b,uid=0,gid=0,umask=022,bmap]
[me=0x0,cs=0,#f=0,fs=0,fl=0,ds=0,de=0,data=0,se=0,ts=0,ls=0,rc=0,fc=4294967295]
Transaction block size = 512
Kernel panic: VFS: Unable to mount root fs on 01:00

The workaround, of course, is to remove memory during the install process.
But this is somewhat of a pain. Is this a kernel problem, or something
specific to the way Debian creates/uses the ramdisk?
