I think I kinda figured this out...
the issue with ssh was that you needed to mount devpts /dev/pts..then
all your ssh logins are dumped under /dev/pts (ie /dev/pts/1 for
pts/1, etc...)
write seems to want to talk to /dev/1 and not /dev/pts/1
this is only with ssh login's
with telnet logins the user is on ttyp0 (for example) and when
you try to write them I get a user is not logged in message
also, if you do a w, commands run by people logged in via ssh do not
show up. whacky
