Telnetd broken?

I recently upgraded a large number of packages on my machine, and my
telnetd suddenly stopped accepting incoming telnet connections
(connection refused). It's still listed as active in /etc/inetd.conf,
and I can start it manually on port 23 and then have it work (for one
connection). Removing ssltelnet and reverting to the original telnet
didn't help. Oddly enough, ssh works. Anyone know what's causing
this?
