I recently upgraded a large number of packages on my machine, and my telnetd suddenly stopped accepting incoming telnet connections (connection refused). It's still listed as active in /etc/inetd.conf, and I can start it manually on port 23 and then have it work (for one connection). Removing ssltelnet and reverting to the original telnet didn't help. Oddly enough, ssh works.
