It seems clear to me that "higher priorities" in this context means "higher
than extra".

I think that the the paragraph is intended to prevent this situation from
ever coming into existence.  The developer packaging 'foo' is supposed to
note that it conflicts with 'bar' which is already priority optional, and
therefor know that he must make 'foo' extra.  My chrony package probably
should be 'extra' because it conflicts with xntp3.

If a package may not conflict with one of a higher priority, and may not
conflict with one of the same priority, then the package would have to go
in at a higher priority then the one it conflicts with.  If it may only
conflict with one of the same priority, then every set of conflicting
packages must be at the same priority.  Neither makes much sense to me.

If the slot is already filled by something of priority optional or better
the package goes in extra.  The user never sees a conflict resolution
screen until she starts installing extra stuff.

It still keeps the user from installing two MTA's or time daemons.
