Signing .dsc/.changes files locally

Following a discussion on -private, it became obvious that for those
developers who build their packages on one machine and sign them on
another for whatever reason, it would be very convenient if there were
an automated way of signing a .dsc/.changes pair. I have therefore
written a script to do just this, called signchanges, and it is
included in the devscripts package, version 2.1.0, which has just been
uploaded to master. If there are any comments or feature requests,
please let me know!
