It could be that you are not using the correct address.  Try sending
your request to request@bugs.debian.org instead.

<URL:http://www.debian.org/Bugs/server-refcard.html> says that the
"send" command is available at request@bugs, and then lists "extra
commands available at control mailserver".  This makes it easy to
think that control@bugs also understands request's commands, but I'm
not sure if it does.  Anyway I guess control would send you some error
message if it doesn't understand what you're saying.
