    No.  However, Debian is just a big bigger than the kernel.  I don't
think any component of Debian started on the version after the current one
which isn't released.  On the other hand, I'm sure that portions of larger
programs are not held back just because a release is imminent.

    So ask yourself this, do you really think all the people who work on the
kernel who have no pending work on 2.2.0 are sitting there doing nothing, or
are they coding for 2.3.x?
