What packages would make use of this?  

Tk needing Tcl has been mentioned.  I know TclX needs Tcl as well,
though I believe TclX was last packaged in bo.  In any case, if it's
only Tcl's close friends, it would IMHO be cleaner to make a Tcl
source tree binary package, or perhaps even just include a few files
(is it any more than tclInternal.h and maybe a few config files?) in
tcl8.0-dev itself.
