Yes, splitting the archive as is done with the main archive is
certainly possible, but it's more work for the nonus maintainers. My
suggestion is simple - they need only edit their override files. It
will then be obvious to users whether they are using free or non-free
non-US software.
Doing an entire split does it make it possible for a mirror to mirror
only free non-US software though.
