You mean national laws of a pompous country which is relevant to us
only because many developers and the main servers reside in that
country, I assume? I know of no international treaty that Finland has
ratified, forbidding the transfer of cryptography over international
borders.

Why? My understanding is that USA people can import non-US software
as they like, but putting non-US software in a USA-based FTP server is
asking for trouble. Okay. What about including non-US in official
CDs and distributing the images only from outside the USA? I believe
pressing non-US software to CD's by USA-based companies and people is
not illegal if the CD's are not exported by the said country. Or a
separate official non-US CD image served outiside the USA, which
USA-based CD vendors won't ship internationally?
I mean, CDs are the real problem; people with net access are not
limited by geography, so they can get the software from non-US
directly.
