No, the Australian Bureau of Statistics is scanning their email; there's no way in hell any government can attempt to scan all email anyway. That's their own internal decision and not one that affects the whole country. My email is certainly unseen by the government, and if that changes I will move. As to why a government agency (as they are) is paranoid about encryption, ... I deleted all the rude things I wanted to say about our prime minister. I just emailed a dummy address @abs.gov.au and signed it to see what the reaction will be.
