Network address problems

Hello,

First let me explain my situation:

My netblock extends from 206.53.111.224 to 206.53.111.239 where
206.53.111.224 is my "network" address (for the route table) and
206.53.111.239 is the broadcast address.

I have been informed that there is no problem with putting a machine
on 206.53.111.224 with "modern" software. So I tried that. I can
successfully ping such a machine, but it cannot look up host names and
the like. I cannot traceroute to it either -- complains of
"permission denied" when I try.

What can I do to fix this?
