Can you put a Packages file there? A directory structure like

   ~doko/Packages
   ~doko/egcs

Use dpkg-scanpackages like
dpkg-scanpackages egcs/ /dev/null > Packages; gzip Packages

Then the APT line is

deb http://master.debian.org/~doko egcs/

[Note several other people have aptable packages, such as netscape and X]
