I don't accept social arguments in place of technical reasons, at least in
this case.

Please, note that I was just wondering, and only because I failed to
understand why you still defend the implied promise argument.

We should base our acts on policy. If you think implied promises have
something to do with the essentialness of bash, please ask for a
modification to the policy documents so that they have a chapter about
promises.
