this is a hack. i prefer a real movement to the new fhs scheme.

for the phase of transition this will work : a "fhscompat" package
will symlink files from /usr/share/doc,info,man to /usr/*, log what it did,
and allows to be removed with all these symlinks (after transition is
completed).

the base princip is "real movement", and then "ok, but now try to do it
without breaking things, and make it as easy and convenient as possible".
