I don't think it's that easy.
Poeple doing NMU's base their work on current 1.4.0 source while people
working on the development and CVS (btw. imho it is va.debian.org:/cvs/dpkg)
use dpkg 1.4.1. Afaik this is also the version of dpkg that is used by
porting teams.
