It depends on how you look at it.  Non-free and contrib are part of Hamm
even if unsupported parts of it.  They get frozen just like everything else
and need to be treated with the same respect since many people do depend
on what is found there.

That said, though, I also agree that there should be no release-critical
bugs for contrib and non-free software.
