DPKG on non-Debian Systems



My dev box is presently *not* debian, but I want to build debian
packages.  The dpkg source package in hamm (dpkg-1.4.0.23.2) does not
include a configure script.  Autoconf (2.12) complains about:

  configure.in:119: warning: AC_TRY_RUN called without default to allow cross compiling
  configure.in:120: warning: AC_TRY_RUN called without default to allow cross compiling
  configure.in:121: warning: AC_TRY_RUN called without default to allow cross compiling

and the configure script fails with:

  loading cache ./config.cache
  configure: syntax error near unexpected token `AM_CONFIG_HEADER(config.h)'
  configure: configure: line 528: `AM_CONFIG_HEADER(config.h)'

Suggestion?
