mandb doesn't create index.db's ?!

I'm having serious troubles with index databases after upgrading
from previous manpages and man-db (2.3.10-63 hamm version) to
manpages_1.19-1 and man-db_2.3.10-65. Ever since I'm unable to
generate the index.db files with "mandb --create". Last week I
asked debian-user for help, but I didn't get any response.
That's the reason for asking debian-devel, instead.
Output of "mandb --create --debug":

0 man subdirectories contained newer manual pages.
0 manual pages and 0 stray cats were added.
With the exception of the last two lines everything seems to be
correct, but no index.db files are build in /usr/man, /usr/X11R6/man
,
/usr/local/man, nor /var/catman. Naturally "man -k" isn't working
as well !
If I understand the manpages of mandb correct, the flag --create
should create those index.db files. (BTW, --update doesn't work
as well.)
So, could someone help me. What's wrong in my approach ?
