Silly README.Debian files



I've done a quick search for README.[Dd]ebian files which contain such
useful stuff as:

Comments regarding the Package

Maintainer <email@address>, date

Here is a short list (ignoring some which had bad copyright files which I've
already submitted bugs for). I've included packages which duplicate
information that should be in the copyright file instead, and also some
which just have a short description there - such a description should be in
the control file.  

Perhaps we need a list of things not to put in README.Debian.

libcompface
xosview
isapnptools
xdelta
nedit
xbuffy (two different locations for upstream source)
unhtml
file
par
