Interesting, but how does this apply to virtual packages like
ftp.debian.org or bugs.debian.org?

Is there a way to do a "non-maintainer release" of ftp.debian.org when
Guy is busy?

(I don't think it should take ages to remove obsolete packages from the
distribution, or include/exclude them from the base section, etc.).
