Yes, but the point would not be whether you actually modify or not, but
whether license actually allows you to do so or not, even if you do not
modify it yet. Packages in main have to be DFSG-compliant, this is
independent from the fact that we actually modify it for Debian or not.

[ Otherwise, I could distribute my "unmodified" pine396-src package in
  main, which would be clearly against DFSG ].
