But they will (jvm1.1 on jvm1.0) so long as they don't use features in the
1.1 class library.

Yes you could break it up like that, but a JDK (Java Development Kit)
consists of a:
java-compiler
java-virtual-machine
and one or both of
java-classes-1.0
java-classes-1.1
I'm only up to chapter 6 of the packging manual (I just started an hour
ago) but perhaps if virtual packages could have version numbers attached
this would reduce the number for java (which seems excessive).
