The fact:
The old emacs does not operate if libc6 is installed.
Ok, according to "A" and "B" the old emacs Conflicts with libc6
and libc6 does not Conflicts with the old emacs.
How will you add a Conflicts line to the old emacs?
It's stable and it may not be changed.
Not everybody uses dselect, so the assumption that "everybody upgrades
everything" is not true.

I agree.
But we could still avoid a little inconvenience to the poor user by
adding the Conflicts line.
