     This is the case in bo.  However, in rex:

          Package: timezone
          Essential: yes
          Priority: required
          Section: base
          Maintainer: Fernando Alegre <alegre@mars.superlink.net>
          Architecture: i386
          Version: 7.48-3

     Some of the reported timnezone upgrade problems were in upgrades
from rex.
