action of dh_installmenu

I am confused about the action of dh_installmenu.  Is this debhelper
program used when you are creating a package such as a window manager
that will use menus or when you are creating a package for which a
menu entry should be installed?

I am now maintaining the xspread package and I realized that I should
have added code to create menu entries under the Apps -> Math
section.  Can I use dh_installmenu to do this?  If not, could someone
please outline what I should do?
