The binary-only mirrors are not run by Debian, as far as I know.  Everyone
is free to run whatever kind of mirror they like.  I mirror the wvdial,
netselect, and popularity-contest packages (albeit with source) at
www.worldvisions.ca and I don't expect Debian to start restricting me.

Whether the people who run such mirrors are violating the GPL is not
strictly our concern.  I would bring up GPL section 3(c), but I'm not
subscribed to debian-legal.
